I don't claim to know anything about your position, or speed,
or citation, but here some thoughts:
I suspect they will claim to have used 8.2 and the "event steward"
applied an alternate penalty as "warrented by the offence";
Or they will claim "operating in an unsafe manner" as specified by 8.2.A.4 and note that law enforcement acts as an "O" control.
('O' controls 7.4.F)
You might however have cause to appeal as there are clearly
defined time penalties for traffic citations 'other than
speeding', the time penalties in the rules in 8.2.A.4 refer to an
"O" control, not a traffic citation for speeding.
Note that they may have allowed such an appeal and then applied time penalty for your position based on your citation. See the chart in 8.2.a.4 for the actual penalty.
However all appeals must be filed within 30 minutes as I recall.
Or intent to appeal in writing, to be exact, and 1/2 the appeal fee.
