What's involved in obtaining a USAC sanction?

As an organizer once told me, if your hot dog vendor overcharges and under-delivers (and you can't get them to fix--or even recognize--the problem) it's time to consider changing hot dog vendors.

Since I might be organizing a small event next year, I wish to investigate all the options, even those outside our club.

Whom should I contact at USAC about sanctioning and insuring an event? Is NASA still a viable option? If so, who there would be a good contact?

I'm asking publicly because I think there are other organizers out there who might also be interested in the answer.
