I reviewed the online rule book and couldn't determine how seeding is determined. If your a US competitor how do you determine what to put for your seed? Also is there a definition of Novice and Expert?

That bit isn't in the on-line portion of the rulebook, AFAIK. (The definition of Novice is - look at the first part of the on-line rulebook under I A 3)

From NRR X B 2 (paraphrased)

There are 8 seed groups:

FIA : FIA listed drivers
1 : 80+ seed points
2 : 25-79 seed points
3 : 10-24 seed points
4 : 1-9 seed points
5A : finished 11th to 15th in a CRC event
5B : finished one event
6 : others

SCCA drivers take the highest of the seed per above or their SCCA seed.

Seed points are the total points in CRC events from the best two of the preceding three years plus the points from the current year.

From NRR I A 3 (paraphrased)

You are Novice if you have started four or fewer national events at the start of the current competition year.
