I just discovered a radio that seems perfect for a rally car. It is rugged with no fan. It is dual band. And it has an integral intercom. Yaesu FTM-10R. The brochure shows a Citroen rally car.

We talked about the 10r a good bit when it first came out. http://www.specialstage.com/forums/showthread.php?40923-FTM-10R

I bought one and was using it for awhile. Conclusions are that it's too much of a pain to wire and needs additional amplification for the headsets. I designed an amp, and tested it working a couple races, but for the cost a peltor intercom + ft-2900r is not only cheaper, but more usable.

Also, for only ~ $60 more, you could get a Yaesu FT-8800R, which has other useful features, like dual receive, cross band repeat etc.
