It has PRB minutes from Aug, Sept, & Oct. We finally know who was on the Inquiry board. Also check out the tech bulletin, If I'm reading it right, it looks like sound equipment is required at all RallyCrosses as of 5/1/03.

It seems that you are correct (at least by the wording of the memo).

I also noticed that the exhaust outlet had to be horizontal and exit the bodywork. So if you were to run certain models of car with the stock exhaust (new VWs for instance), you wouldn't be legal (the exhaust tips point down and they don't reach the edge of the bumper cover). This is likely not a concern for PerformanceRally (who runs a stock exhaust?), but could require a clarification if it really does apply to RallyCross.
