Unless some of the goat tracks used in rallies are designated for other than automobile use, this wouldn't have much impact on rallying. It does, however, emphasize the USFS' dedication to multiple use. It also seems to put them firmly in favor of local control.
You are pretty close. This does not have any direct impact on us as we are not (and should never be allowed to called) OHV's - Off highway vehicles. However, this is important as it is a plan that tries to move control more locally; so that local people can have better input to, and more management of, the forest uses. This includes both common citizens and the USFS personnel too.
What is not explict is that it tries to counterbalance, to some degree, the legal stranglehold that many environemental law movements have tried to place on the whole forest use issue. I am glad to see this.
