It stands for Pro Rally Board, a volunteer group of folks who elect each other to positions, the major qualification being you pass some sort of undefined popularity test.
As far as anyone knows, there is no test of any sort of competence* in any specific area that one may immediately assume, there is no recall procedure, no term limit, no checks or balances, no accountability.
They are instructed to not respond to any Query here on the SS Forums, and somehow have enough time to answer every trivial inquiry but not broader ones.
It is clear that some of the board members believe their job is not to administer the sport and adjudicate potential, and actual conflicts but to cook up rules based on their own whim**.

These stickers for these products are part of a compulsory set of stickers which are called the VIP something "Visual Identity Package" and represent some sort of back room, under the table deal, by somebody with somebody else which nobody has any idea what the details are except that you must buy the package for $125 Amerikanskij ($15,000 -20,000 Canukistan People's Respublika Moosebackskis)(sorta like baksheesh, nyet?) and you don't get a penny back from the listed products or any discount
or free product
or any benifit,
except rude threatening Notices from the PRB honcho saying crap like "cars without the VIP stickers meticulously applied in rigid jack booted precision in exactly the right order will be taken out and geschossen! ooops, will not be allowed to....."
and then of course allowing teams to proceed without the stickers in the right exacting order.
If you really want a juicy scandal, I mean other then the continual ongoing WILD WEST Mysteriously Disappearing Pentalty and Resulting Cover-Up Scandal, then the details of the sticker deal, what was given to who and what terms and when they expire, what account the dough went into (No fooools, not individual pockets, into SCCA general fund, or PR department, and where after that...).
See you canajians are the last holdout of the half-red failed socialistiskij federativ republik theory, I know that you guys actuall give out cash and mechandise even in your regional events, and I believe you guys are doing it primarily to spite and shame the SCCA Pro Rally Series, you know the PRO series where there is no prize fund,
where the important question is being raised again and again:
IF WE'RE SO PRO, THEN WHERE IS THE DOUGH?
Is the SCCA sponsored by these companies or do
