effect on ACD/EBD from pulling ABS fuse

recently we installed a 15" wheel/brake setup on our '05 evo 8 mr. at that time we wondered if we needed a proportioning valve, but the googles and forumz suggested that EBD electronic brakeforce distribution would compensate for the size differential of the front brakes.

what we are experiencing however is diminished braking force on the front brakes. we thought this might have something to do with ABS antilock braking system, so our next step is to pull the ABS fuse, however were concerned with its effect on the ACD active center differential since the wheel sensors for ABS are linked to the ACD. Anyone know the definitive answer to this or have tried going down this route?
