You must count full events...that is, if you're allowed 7 OOD coefficients and you run 3 C3s, you can only count 6 coefficients from them.

It's really designed for a Division with a mix of Coefficient 1, 2 and 3. If you have all 2s and 3s, it can require some juggling. I don't see any problem with allowing partial rallies to be counted...but nobody's ever come forward with a proposal to change it, so the PRB thinks everybody's happy.

This would certainly reward those who usually finish over those who had DNFs. In a Division the size of CenDiv, however, it also rewards those with a big travel budget. Not scoring OOD rallies punishes those who live at the edges of the Division...many folks in CenDiv are closer to STPR and Ski Sawmill than any event in their own Division. Then there are those guys in South Dakota...
