Which class would my VW TDI placed in in CARS. P3 or P4? We run production in USA. Car is Turbocharged Diesel 1.9l. Also where might I find a rule book. Want to be sure everything is legal on the car for Tall Pines. (we can remove the backballast...I mean backseat in Canada right?)

Jon;

You are legal as a P car in the US so you should run in P3, but check with CARS since the class equivalency isn't specified as well in the rulebook as it used to be. Since you will be running on SCCA licenses/logbook, you must stay in SCCA-legal spec. If you don't, you would be judged to the CARS rules and would definitely be in P4. The only thing you probably need to add is two space blankets to the first-aid kit.

Is the corollary of this perhaps that a CARS-legal G2 RX7 could run G2 at SCCA events?

No, because the SCCA rulebook clearly states that it is only the Production classes that CARS-spec vehicles are allowed to run in their equivalent class. An RX7 would be judged by the SCCA rules (and would be a G5 car).
