somebody duct-taped the 12 or 13 pages of the final revisions and additions to next years rules and threw them through the front window, rotten swine!!
But just wondering all you others have gotten your copies.
Very interesting reading indeed and I'll say it and mince no words:
Either bad drugs and bad liquor was involved in writing much of this tripe, or the process is irrevocably broken, kaput, FOOOKT UP.

I am not very handy with these stinkin' computer things and ocassional mis-type much to some people fury, but they can get stuffed, they are two faced scum anyway, but I will attempt to post a scanned version of this as soon as possible so that YOU the ACTIVE Competitiors and _Potential_ Competitors in process of building can have a bit of lead time to decide what you want to do.

I will say that fact that this collection of drivel and idiocy COULD have been posted as a draft for commentary instead of being done with the normal Secret Car Clown Asses methods.

Care to elaborate? Exactly what is so offensive about these new rules? (I haven't seen the new rules and I thought they were not going to be done for a while...)

um, I'm not so sure I understand.

Are you saying this:

"I've received the 2004 rule book."

or are you saying

"I've gotten a rule book with official changes as a supplement."

or have you gotten a 'non-official' copy of something
in progress?

I'm not concerned with the delivery method, I
just really don't know what you have!!!

John, if you these are indeed rules that have been drafted for next season, please do post them. In fact, even if they're rules-in-progress, please post them so that we can all try and raise a ruckus over the offensive bits.

ADD: The exchange of the engine block of a competing car is allowed only prior to the event start. Replacement of the engine block during the event is cause for exclusion.

I seriously doubt even David Higgins could make up the extra time involved in a service stop that included an engine change.

No effect whatsoever on reality.....whoopdyfreakingdoo.....

it's not outside the realm of possibility on an event like Rim of the World, where you've got all night Friday to fix the car for Saturday morning's stages.

*PGT engine size 2651cc and up- 32mm
Open engine size 0-4000cc= 40mm, 4001and up- 36mm, and shall be maintained for a minimum of 3mm.
*** Starting 01/01/2005 Open class Vehicles restrictor shall be reduced to 34mm.

OTPR 2002 the AVS team worked on the car ALL NIGHT! Not sure what they did but they surly had time to change the entire drive train..
I only know this because I was trying to sleep in a tent about 40 yards away.. Felt like I was sleeping on their generator..

For the first thing is:
They are done and YOU Daphne don't have them.
Nor anybody else except a few select individuals.

For the second that they are full of idiotic, and I mean idiotic ERRORs so great that there are only a couple of ways to conclude that the statements in conflict with language AND reality, and that is that whoever is responsible for the writing either doesn't understand what he is writing and is hence INCOMPETENT, my own personal and more generous reading, OR they're dumber than a brick and that is the conclusions of some who know better than I.

the document is titled:
_Performance RALLY RULE CHANGES FOR 2004_
FOREWORD-CURRENT PAGE vii
REPLACE THE FIRST PAPAGRAPH WITH THE FOLLOWING: (f***in caps lock POS!)
Effective Jan 01, 2004, the previous editions of the SCCA Performance Rally Rules are superceded by the following SCCA Performance rally rules. The SCCA reserces.......

Doesn't it feel nice to be see-lected? Even if only by party or parties unknown? Now, get ready to be injected, inspected, detected, infected, and nee-glec-ted.

I've got to say that I don't think the ruleset matters as much as some folks think. If the SCCA were to completely replace its rulebook with verbatim plagerization from CARS, people would jump up and down and scream about Group 5, 34mm restrictors, etc.

However, if the SCCA announced that it had fired Kurt and Dan and was putting the Performance Rally Program into the able hands of Terry Epp and the rest of the folks at CARS, no one would bat an eye at the CARS rules. Glee would be rampant. Group 5 would come into existence one way or another, and while folks would grumble about restrictor size, it wouldn't amount to a huge crisis.

Keep your attention focused on the personalities at the top. If you argue about the logic of the rules, you will lose.
