I have a Peltor Rally Helmet FIA certified-- manufactured in 2001-- is it still legal?

Depends.
RA:
British Standard: BS 6658-85 type A/FR
FIA 8860-2004
CARS:
same (except BS expires Dec 31 2013)
NASA
same for BS
no mention of FIA (strange - jimmy)
date of manufacture is irrelevant

Ok now i see the BS certification decal on the side.
it says BS6658 type A/FR
I don't see the dash 85
is that a deal breaker?

Don't know.
British Standard was added as an acceptable standard (also SFI), in addition to Snell in 2000. At that time the rule stated: "BS 6658-85, type A/FR" - so maybe the 85 is redundant, and/or maybe it refers to a 1985 revision.? So, maybe they didn't put it on your sticker at the time (at least that is the way I would "discuss" it with tech).

Well -- it was good in 2005 so it must still be good.
