We are waiting to get the Supp regs uploaded to the RA webpage but everyone is at LSPR so here is all of the information. Any changes will be posted as a bulletin.

2006
SUPPLEMENTARY REGULATIONS

SANCTION
The 2006 TEAM O’NEIL Rally is organized by Team O’Neil Rally School with the grateful assistance of the town of Dalton, NH. The rally is Saturday, October 28 and will count for Rally America Eastern Regional Championship. The event will be conducted following the RALLY AMERICA Rally Rules, as amended by these Supplementary Regulations.

ROUTE

The route is contained in an area 10 miles north of the center of Littleton, NH. The total length of the route is 111 with 52 special stage miles. The route uses most of the roads twice in both directions with no dead-end stages. A majority of the stages run on hard-packed 1½ lane gravel roads that are very well maintained by the town of Dalton. The remainder of the stages run through the Team O’Neil Rally Center facility and are made up of single lane hard packed roads as well as freshly made single lane gravel roads. Caution, the freshly made roads can be rough and after multiple passes large rocks can be pulled up and the possibility exists that after every second run on the Team O’Neil facility, the course may be graded. The Dalton town roads as well as the older Team O’Neil roads will be fast and after multiple cars can get cut up. The event will be run at the end of October in Northern New Hampshire so be prepared for inclement weather (rain or snow). The hard packed gravel roads will be slippery if there is rain or snow.

EXCEPTIONS TO RALLY RULES

- 1 minute intervals between all cars form the start.
- Lateness at ATC's, MTC's, etc. will be penalized by 12 seconds/minute (see NRR).
- There will be no reseed.
- Protests related to eligibility of competitor’s cars must be submitted before protesters arrival time at the last control of the rally.

DISTANCES BETWEEN SERVICES:

There will be a minimum of 12 minutes for a brief service after each stage. This allows civilians on the stages to enter or depart.


SERVICE

All personnel directly associated with the competitors must sign the waiver!
There will be a single central service area at the Dalton baseball field with an overflow service area at the Folkhouse restaurant. Teams will be assigned areas (at registration) in the baseball field first. The overflow service area will be close to main road so teams must use extreme caution. A service area coordinator will be managing the locations for the teams.

PRE-EVENT PARC EXPOSE

Pre-event parc expose will start at 8:00 AM at the Dalton town hall and fire station. Time must be in parc expose no later than 8:00 AM or they will be assigned penalty as per the lateness (12 seconds/minute.

Scoring will be done at the service area. The official notice board will be at the Folkhouse restaurant store.

SHAKEDOWN STAGE

- There is no shakedown stage scheduled



SPECTATORS

The primary spectator area will be adjacent to the Team O’Neil maintenance facility. Strict rules for spectating have been instituted. Please inform your crew and friends that spectating will only be allowed in designated areas. If the spectators fail to follow the instructions of the marshals, we will not hesitate to STOP the stage, thus depriving everyone of the opportunity to see the cars compete. We hope that peer pressure will help everyone follow the rules.

EMERGENCY PROCEDURES

If you encounter a “STOP” sign in the middle of the stage road (a white sign the size of a control board with red STOP letters and a red cross attached) at a spectator area you are required to stop. This will indicate a problem with spectators and you will be informed how to proceed. (We would expect that you will continue following the route at transit speeds.)


FUEL TRUCK

Competitors will need to bring their own.


PRIZES

Overall and class trophies will be awarded

MISC

1. Timing will be in seconds.

2. The un-posted SPEED LIMIT on gravel roads is 35 mph. Miller Road is 15 MPH and is strictly enforced.

3. TIME CARDS and official time will be available at the MTC's.

6. CONTROLS, with penalties, will operate per NRR.

7. QUIET ZONES are to be traversed 5 mph below the speed limit, low beams,
and 'being quiet'.

8. The initial STARTING ORDER will be determined on the basis of speed factor and previous rally experience.

9. ODOMETER CHECK: One will be provided in route book

10. The NOTICE BOARD will be posted in the registration room Friday; any updates will be handed out as bulletins at MTCs/RGCs during Saturday’s competition

11. TRAILERS: Park them at the Dalton Fire house. Do not bring them to service.

13. All personnel connected with the rally MUST sign the WAIVER at Registration.

14. All INCIDENTS/ACCIDENTS must be reported on the appropriate forms; forms
are printed in the routebook. It is the responsibility of the competitor to hand the completed form to the SAFETY STEWARD.

15. Tech FORMS are available at Tech.

16. There will be a central service held at the Top of the Hill and Folkhouse restaurant. Top of the Hill is a convenience store and will have hot/cold subs for sale, Folkhouse will have a buffet lunch. Additionally, The awards ceremony will be held at the Folkhouse Restaurant will also be holding a buffet dinner. PLEASE show our appreciation to the people and businesses of Dalton that are allowing us to use their roads.

17. NO CHICANES.

18. Emergency Times in the routebook will be equal to Bogey Times.

service is located w/in walking distance of a store/deli and a restaurant. The deli will be offering their full sub menu and the restaurant will be offering a buffet of burgers, hotdogs, soups, chili and pizza slices. We would like to have a large economic impact on these businesses, so we would ask that crews frequent these businesses if at all possible.

Also, there will be an awards banquet, post-event, Saturday evening at said restaurant. $15p/p if paid at registration Friday pm or Saturday am. $20 p/p at the door.
